Jakarta, Ekuatorial – Considered damaging the environment and not having the AMDAL or Environmental Impact Assessment, Condet Ciliwung Community (Komunitas Ciliwung Condet \/ KCC) sued the Ciliwung Concretisation Project to State Administrative Court, in Jakarta.<\/p>\n
Condet Ciliwung Community (KCC) sued the Jakarta Governor’s Decree No. 365 by 2014, Joko Widodo about determination of the location of the Ciliwung River normalization from TB Simatupang to Kampung Melayu. They registered their lawsuit to State Administrative Court on July 9, 2014.<\/p>\n
The Ciliwung River normalization project undertaken along the 19 km starting from The TB Simatupang, South Jakarta to Manggarai, East Jakarta, will do the dredging, widening of the river and the construction of concrete plaster on the right and left of the river. The project that has been started in December 2013 is being estimated will cost 5.8 trillion rupiah.<\/p>\n
Worse, a project initiated by the Ministry of public works (PU) and the local Government of Jakarta that has been running, it’s without AMDAL permission. Based on information received, PU and BPLHD (Regional Environmental Management Agency) in Jakarta said that the process of AMDAL for this project is still in draft. This means that the project runs without any AMDAL legality.<\/p>\n
“This is very troubling, AMDAL and administration is not finished, but the projects already runs,” said Istohari Sukur, Attorney of KCC when contacted by Ekuatorial, Thursday (21\/8). <\/p>\n
He and his community wants the project canceled because it would give effect to the ecosystem and residents social around the Ciliwung River. The Ciliwung River normalization project with concretisation is considered not an accurate step in flood control in Jakarta. The project called KCC, instead accelerate the occurrence of flooding in Jakarta and raises new issues. “This project is not proper for flood control, but this will move the flood,” he added.<\/p>\n
Further he explains the concretisation project of the Ciliwung River this time is different from the Old Ciliwung River concretisation that have more ramps contour. Concretisation plaster this time have more steep contours. “With this project, the rate of water becoming increasingly fast and makes floods come more quickly to downstream,” said Istohari.<\/p>\n
Meanwhile, Abdul Kodir Chairman of KCC said that the area of Condet was established as the cultural heritage and the fruit region by the provincial Government of DKI Jakarta. He considered by the presence of this project, community activities who benefit from the banks of river will be affected. “Ecosystem will certainly change if this project runs. <\/p>\n
Biodiversity in Ciliwung could become extinct, and Condet community culture will also be missing,” said KCC Chairman that established since the 1990s. He also said construction of this project will also threatening the green area along TB Simatupang – Manggarai that is still in dominated by resident’s gardens and disrupt the process of water absorption.<\/p>\n
Until this news made, movement through a petition already signed by 484 people that support this project in order to be stopped. Meanwhile, the process of a lawsuit already enters the fifth trial. In the next process, the agenda of the trial will be presenting a description of expert witnesses to provide information related to the impact brought about as a result of this project, on August 27.
