{"id":68629,"date":"2021-04-16T23:00:00","date_gmt":"2021-04-16T16:00:00","guid":{"rendered":"https:\/\/www.ekuatorial.com\/?p=68629"},"modified":"2021-09-21T04:08:54","modified_gmt":"2021-09-20T21:08:54","slug":"polusi-dan-utang-luar-negeri-ketergantungan-tidak-sehat-indonesia-terhadap-batu-bara","status":"publish","type":"post","link":"https:\/\/www.ekuatorial.com\/en\/2021\/04\/polusi-dan-utang-luar-negeri-ketergantungan-tidak-sehat-indonesia-terhadap-batu-bara\/","title":{"rendered":"Pollution and foreign debt: Indonesia\u2019s unhealthy addiction to coal"},"content":{"rendered":"\n<p><em>This story was first published by\u00a0<a href=\"https:\/\/chinadialogue.net\/en\/energy\/pollution-and-foreign-debt-indonesias-unhealthy-addiction-to-coal\/\">China Dialogue<\/a>\u00a0on 14 April 2021.<\/em><\/p>\n\n\n\n<p>Over the years, married couple Edi Suriana and Masitah have grown accustomed to the great smokestacks that emit a constant plume of thick smog a few hundred metres from their home.<\/p>\n\n\n\n<p>The stacks belong to the Suralaya coal plant on the westernmost edge of the Indonesian island of Java. \u201cWe\u2019re used to seeing it there,\u201d says Suriana. \u201cBut the impacts it\u2019s had have made us realize that coal-fired power plants can never be good for us. And there\u2019s no way we can get used to the smell of burning coal.\u201d<\/p>\n\n\n\n<p>In mid-2019, their young daughter Aqiva Nayla started having difficulty breathing at night and developed what Suriana describes as a \u201cdeep and heavy\u201d cough. A 2019&nbsp;<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6902850\/#:~:text=Air%20pollutants%20may%20directly%20or,latent%20infection%20(Figure%201A).\">study<\/a>&nbsp;found a \u201cstrong relationship\u201d between the incidence of TB and exposure to ambient air pollutants such as carbon monoxide, nitrogen oxides and nitrogen dioxide \u2013 all common emissions from coal combustion.<\/p>\n\n\n\n<p>\u201cMy daughter had to take those red pills every day for six months,\u201d says Masitah. \u201cI can\u2019t think of any other cause than the pollution from the smokestacks. It will kill us sooner or later.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-suralaya-s-expansion\"><strong>Suralaya\u2019s expansion<\/strong><\/h2>\n\n\n\n<p>The 4-gigawatt Suralaya coal plant provides energy to Indonesia\u2019s most populous island. It started operating in 1985, built by a consortium of three Chinese corporations and an Indonesian construction company. It cost a total of US$2 billion, with most of the money coming from China.<\/p>\n\n\n\n<p>In late 2016, Suriana and his fellow villagers heard rumors that the coal plant\u2019s capacity would be increased to 6 gigawatts, making it the largest coal-fired power plant in Southeast Asia and the fourth largest in the world.<\/p>\n\n\n\n<p>In March 2017, a joint venture called PT Indo Raya Tenaga was set up to handle the project by PT Indonesia Power \u2013 a subsidiary of PT Perusahaan Listrik Negara (PLN), Indonesia\u2019s state electricity distributor and leading power generator \u2013 and private coal mining giant PT Barito Pacific. But others, including Suriana and Masitah, decided it was worth the effort.<\/p>\n\n\n\n<p>In early 2020, Suriana joined dozens of other residents to set up the People\u2019s Forum for the Environment (Formapel). The group has staged protests calling on the government to halt the plant\u2019s expansion. They are concerned about the long-term impacts of the new units and their construction, which has created dust pollution and noise due to the use of explosives to level the land.<\/p>\n\n\n\n<p>They\u2019re not against development, explains Suriana. What they want is for the government to ensure Suralaya\u2019s expansion won\u2019t affect their environment or livelihoods.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-no-place-left-to-fish\"><strong>No place left to fish<\/strong><\/h2>\n\n\n\n<p>Suriana is an artisanal fisherman and doesn\u2019t own a boat. He uses nets to catch small fish in shallow waters near the beach. But catches have dwindled over the past few years, and he can no longer make a living from fishing.<\/p>\n\n\n\n<p>\u201cThe fish have gone due to the building of so much infrastructure,\u201d he explains. \u201cFishermen with boats have suffered too because they have to go further to find fish, making the cost of operating their boats unbearable.\u201d<\/p>\n\n\n\n<p>Suriana says there are now fewer than 50 fishermen left in his village.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Interview: Acid, Indramayu fisher\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/cbNGOJVTQBw?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>(Video:&nbsp;<a href=\"https:\/\/www.adirenaldi.com\/\">Adi Renaldi<\/a>&nbsp;\/ China Dialogue)<\/p>\n\n\n\n<p>The province of Banten, where Suriana and his family live, is highly industrialized. As of the end of 2019, it was home to 19 coal-fired power plants, more than any other province in Indonesia. The plants line the coast, using the seawater for cooling.<\/p>\n\n\n\n<p>According to Yuyun Indradi, executive director of environmental organization Trend Asia, the Banten coastline was once rich in mangrove forests and biodiversity. The construction of the power plants and supporting infrastructure such as ports, loading docks and waste treatment facilities, and the pollution from their operation, has destroyed most of these ecosystems, along with the livelihoods of local people that relied on them.<\/p>\n\n\n\n<p>\u201cMost of the mangroves are now gone,\u201d says Indradi. \u201cAnd of course, that means incalculable damage to society and the environment. Banten is prone to natural disasters, such as rising sea levels and tsunamis, as there\u2019s no natural barrier to protect the land.\u201d<\/p>\n\n\n\n<p>The contractors working on Suralaya\u2019s extension claim the new units will employ efficient ultra-supercritical technology to lower emissions. But Indradi argues they will still have an impact on the environment. Image:&nbsp;<a href=\"http:\/\/www.adirenaldi.com\/\">Adi Renaldi<\/a>&nbsp;\/ China Dialogue<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-legal-battles\"><strong>Legal battles<\/strong><\/h2>\n\n\n\n<p>Suralaya\u2019s expansion is expected to cost US$3.2 billion and is being financed by international and Indonesian lenders, including several South Korean banks, and the Bank of China. No figures have been made public on how much each lender is putting in.<\/p>\n\n\n\n<p>As well as local protests, the project has also attracted high-level legal opposition.<\/p>\n\n\n\n<p>In August 2019, three Banten residents together with Trend Asia and South Korea\u2019s Solutions for Our Climate filed a lawsuit in South Korea, accusing Kepco and the South Korean banks of failing to consider the long-term impacts of the new coal plant units. The lawsuit was dismissed due to lack of evidence.<\/p>\n\n\n\n<p>In November last year, the Indonesian Forum for the Environment (WALHI) filed another lawsuit against the project, this time at a local administrative court in Banten. WALHI lawyer Ronald Siahaan says they brought the lawsuit because the project \u201cfails to comply with environmental standards and regulations\u201d. The environmental permits issued in 2017 at both the national and the provincial level allowing the project to go ahead were \u201cnot based on science or facts\u201d, he argues. \u201cThey completely disregarded all the negative impacts.\u201d<\/p>\n\n\n\n<p>But WALHI has since been forced to&nbsp;<a href=\"https:\/\/trendasia.org\/en\/banten-governor-hides-revision-of-environmental-permit-walhi-withdraws-lawsuit-against-pltu-jawa-9-and10\/\">withdraw this lawsuit<\/a>&nbsp;because the Banten authorities have changed the content of their environmental permit. None of the permits have been made publicly available, however, limiting the action WALHI can take. Bukan PLTU Batubara\u201d di desa Mekarsari, di mana warga juga sedang berjuang melawan polusi dan rencana pembangunan unit pembangkit baru. <\/figcaption><\/figure>\n\n\n\n<p>According to the EIA, seen by China Dialogue, Suralaya\u2019s two new units are predicted to emit 19,354 kg of sulphur dioxide (SO2) and 12,960 kg of nitrogen dioxide (NO2) per day, bringing the plant\u2019s daily totals to 87,350 kg and 58,363 kg respectively. They are also predicted to emit almost 17 million tonnes of carbon dioxide (C02) per year. To absorb this pollution, according to the EIA, the project should provide more than 1.8 million hectares of green space. But only 34 hectares will be put aside for this purpose, the document states.<\/p>\n\n\n\n<p>These figures mean the plant is unlikely to meet air quality standards set by the Indonesian Ministry of Environment, which mandate emissions of SO2 and NO2 from coal-fired power plants should not exceed 200 milligrams per cubic meter of air (mg\/Nm3) \u2013 double the figure required by most countries \u2013 while particulate matter 2.5 should not exceed 50 mg\/Nm3.<\/p>\n\n\n\n<p>There is, however, no way of measuring air quality around Suralaya, nor indeed anywhere in the province. Staff from the power plant have placed a device they claim measures air quality on a nearby hill. Air pollution in Banten has made the province one of the worst in Indonesia when it comes to respiratory health \u2013 a 2018 Ministry of Health&nbsp;<a href=\"https:\/\/lokadata.beritagar.id\/chart\/preview\/prevalensi-ispa-menurut-provinsi-2018-1563160346\">report<\/a>&nbsp;on the prevalence of acute respiratory infections ranked it fourth highest in the country, and between 2018 and May 2020, the local health agency for the city nearest Suralaya&nbsp;<a href=\"https:\/\/faktabanten.co.id\/cilegon\/2ratusan-ribu-kasus-penyakit-ispa-di-cilegon-pltu-jadi-salah-satu-penyebabnya\/\">recorded 118,184 cases<\/a>.<\/p>\n\n\n\n<p>But it\u2019s not just the local area that\u2019s being impacted. A&nbsp;<a href=\"https:\/\/www.greenpeace.org\/indonesia\/siaran-pers\/1320\/jakarta-dikepung-emisi-batubara\/\">2017 study<\/a>&nbsp;by Greenpeace, conducted using meteorological and air quality modelling, found that pollution from Banten can spread 100km and as far as the Greater Jakarta area, where it could cause more than 10,000 premature deaths each year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-bendable-laws\"><strong>Bendable laws<\/strong><\/h2>\n\n\n\n<p>Banten is not the only province in Indonesia battered by coal controversies. Over the past decade, there have been several legal battles in West Java between residents and developers looking to expand or construct coal-fired plants. Residents have yet to win a case. For Lasma Natalia, executive director of the West Java Legal Aid Foundation, this is because Indonesian laws are weak and can be bent to suit the will of corporations.<\/p>\n\n\n\n<p>Natalia claims that the construction of most coal-fired power plants across the island of Java has violated environmental and spatial planning laws. The project is being led by state-owned electricity company PLN and the Japan International Cooperation Agency (JICA).<\/p>\n\n\n\n<p>Less than a kilometer away from this new plant is Indramayu I, a 990-megawatt coal-fired power station that started operating in 2011. Led by PLN, construction was undertaken by the China National Machinery Industry Corporation, the China National Electric Equipment Corporation and Indonesian company PT Penta Adi Samudera. The project cost about US$700 million and was financed by the China Construction Bank and a consortium of Indonesian banks.<\/p>\n\n\n\n<p>In the village next to Indramayu I, 45-year-old shrimp farmer Sarjani recalls how residents&nbsp; were left in the dark when construction began. \u201cAt that time, we knew nothing about coal-fired power plants,\u201d he says. \u201cWe didn\u2019t know the impacts. No-one educated us.\u201d<\/p>\n\n\n\n<p>Since then, Sarjani and his fellow villagers have witnessed the power plant destroy their livelihoods. The area once took pride in its shallots and shrimps. The aim of the group is to educate people about coal-fired power stations and advocate against the construction of Indramayu II.<\/p>\n\n\n\n<p>\u201cIsn\u2019t just one coal power plant enough?\u201d asks Sarjani. \u201cWhy do we need two when us residents don\u2019t even get our electricity from these plants?\u201d<\/p>\n\n\n\n<p>The EIAs for both Indramayu I and Indramayu II, seen by China Dialogue, are flimsy. They fail to address air and water quality from the plants or the impact of pollution on crops and human health. Both projects also violate West Java\u2019s&nbsp;<a href=\"http:\/\/bappeda.jabarprov.go.id\/wp-content\/uploads\/2017\/03\/Perda-No-22-Tahun-2010-Tentang-RTRWP-Jawa-Barat-2009-2029.pdf\">spatial planning regulations<\/a>&nbsp;due to their proximity to residential areas.<\/p>\n\n\n\n<p>In December 2017, the Bandung Administrative Court ruled that the Indramayu II environmental permit issued by the Indramayu regional government was invalid and ordered it be revoked.<\/p>\n\n\n\n<p>In response, PLN lodged an appeal with the Jakarta High Administrative Court, which overturned the Bandung Administrative Court\u2019s ruling. In 2019, representations from Mekarsari met with JICA officials to ask them to withdraw their funding from the project, but to no avail.<\/p>\n\n\n\n<p>\u201cWe\u2019ve met with various officials, including the State Palace, the National Commission on Human Rights and the Corruption Eradication Commission, but so far we\u2019ve had no positive responses. But we will not be giving up,\u201d says Sudomo. \u201cNever.\u201d<\/p>\n\n\n\n<p>While supportive of Mekarsari\u2019s struggle, Natalia knows how much has to change to stop Indramayu II from going ahead. \u201cNo matter how hard we fight, if political systems remain in favor of corporations, all the things we\u2019re doing are for nothing,\u201d she says.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-foreign-debt\"><strong>Foreign debt<\/strong><\/h2>\n\n\n\n<p>Back in Banten, despite what was then an ongoing lawsuit and local protests against the expansion of the Suralaya coal-fired power plant, PT Indo Raya Tenaga received its first disbursement of funds late last year, according to internal documents seen by China Dialogue.<\/p>\n\n\n\n<p>This went against the \u201cconditions precedent\u201d set out in contracts with lenders that makes it clear that no funds should be released if the project is involved in a lawsuit, says Binbin Mariana, a finance analyst with environmental organization Market Forces, which tracks corporate funds. \u201cThey should not have disbursed funds until all conditions had been met,\u201d says Mariana. \u201cThis clearly shows that the banks have failed to address concerns.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"563\" src=\"https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0060_2560px.jpg?resize=1000%2C563&#038;ssl=1\" alt=\"\" class=\"wp-image-68625\" srcset=\"https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0060_2560px.jpg?w=1000&amp;ssl=1 1000w, https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0060_2560px.jpg?resize=300%2C169&amp;ssl=1 300w, https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0060_2560px.jpg?resize=768%2C432&amp;ssl=1 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption>Explosives were used to prepare the site for the Suralaya power plant\u2019s two new units, creating dust and noise pollution for nearby residents. Together, the funding required for these projects totals US$17.1 billion.<\/p>\n\n\n\n<p>About 95% of this money has been lent by foreign banks, mainly Japanese, Chinese and Singaporean. Of the power generated by these projects \u2013 13.1 gigawatts \u2013 51% is owned by Japanese and Chinese companies, and 39% by Indonesia.<\/p>\n\n\n\n<p>Environmentalists have questioned the need for the new power plants, especially on Java, where electricity supply significantly exceeds demand.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Interview: Yuyun Indradi, Trend Asia Executive Director\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/4-_tagTXNro?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>(Video:&nbsp;<a href=\"https:\/\/www.adirenaldi.com\/\">Adi Renaldi<\/a>&nbsp;\/ China Dialogue)<\/p>\n\n\n\n<p>The push for new power plants comes in part from President Joko Widodo, who announced an ambitious plan when he took power in 2014 to increase the installed capacity of the Java-Bali grid to 35 gigawatts.<\/p>\n\n\n\n<p>But the growth in electricity consumption in the Java-Bali region has increased by an average of just 4.3% per year for the past three years, according to PLN records, far below the government\u2019s projected growth of 7.2%.<\/p>\n\n\n\n<p>\u201cIndonesians are paying for electricity they don\u2019t even use,\u201d says Trend Asia\u2019s Yuyun Indradi. The 35-gigawatt goal is unnecessary and \u201cwill only harm the economy, because it\u2019s funded by debt,\u201d he warns.<\/p>\n\n\n\n<p>So why is the Indonesian government building more coal-fired power?<\/p>\n\n\n\n<p>The answer lies in the country\u2019s coal mines.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"563\" src=\"https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0063_2560px.jpg?resize=1000%2C563&#038;ssl=1\" alt=\"\" class=\"wp-image-68627\" srcset=\"https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0063_2560px.jpg?w=1000&amp;ssl=1 1000w, https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0063_2560px.jpg?resize=300%2C169&amp;ssl=1 300w, https:\/\/i0.wp.com\/www.ekuatorial.com\/wp-content\/uploads\/2021\/04\/DJI_0063_2560px.jpg?resize=768%2C432&amp;ssl=1 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption>A coal barge near the Suralaya power station. Image:&nbsp;<a href=\"http:\/\/adirenaldi.com\/\">Adi Renaldi<\/a>&nbsp;\/ China Dialogue<\/figcaption><\/figure>\n\n\n\n<p>Indonesia is one of the world\u2019s leading producers of coal \u2013 the sector has seen rapid growth since the 1990s, reaching an output of 616 million tonnes in 2019, according to the&nbsp;<a href=\"https:\/\/www.iea.org\/data-and-statistics\/charts\/world-total-coal-production-1971-2019-provisional\">International Energy Agency<\/a>&nbsp;(IEA).<\/p>\n\n\n\n<p>Much of this coal is exported \u2013 nearly 74% in 2019 based on&nbsp;<a href=\"https:\/\/www.iea.org\/reports\/coal-2020\/trade\">IEA figures<\/a>&nbsp;\u2013 mainly to India, China and South Korea. Just like production, the growth in exports has been rapid, and Indonesia is now the world\u2019s top exporter. But with the rise of renewable energy and increasing commitments to reduce greenhouse gas emissions, especially in China and South Korea, the&nbsp;<a href=\"https:\/\/iesr.or.id\/en\/indonesia-is-on-its-way-for-a-costly-coal-transition\">future for exports<\/a>&nbsp;looks uncertain.<\/p>\n\n\n\n<p>Given the changing international situation, Mariana of Market Forces believes the Indonesian government may be pushing the construction of coal-fired power plants to boost the domestic market for the fuel and thus \u201cabsorb coal production\u201d.<\/p>\n\n\n\n<p>\u201cHow many power plants do we need until our land and our lungs are completely destroyed?\u201d asks Suriana.<\/p>\n\n\n\n<p><em><a href=\"https:\/\/chinadialogue.net\/en\/author\/adi-renaldi\/\"><strong>Adi Renaldi<\/strong><\/a>&nbsp;is a freelance multimedia journalist based in Jakarta.
