Kampung Iklim Programme to Fight Against Climate Change

Ministry of Environment (KLH – Kementerian Lingkungan Hidup) since two years ago has run Kampung Iklim Programme (ProKlim) as one of the real movement to reduce 26% carbon emissions in 2020. This Program is the government appreciation to the community at neighbourhood/hamlet/village level who has committed adaptation and mitigation efforts to climate change.

Deputy III Control Division of Environmental Degradation and Climate Change KLH Arief Yuwono in commemoration of Earth Day discussion in Jakarta (22/4) said that greenhouse gas emissions increase every year. “Therefore, Proklim formed to involving local communities and this is one of KLH’s efforts to grow local initiative to implement climate change mitigation and adaptation programme according to their environmental conditions,” he said.

Related to public participation to encounter the environmental change threat, Deputy Assistant III of KLH Sri Tantri Arundati stressed the need for strengthening local initiative in the form of real community action to respond the climate change and natural damaged issues. “In 2020, KLH targeted there will be 1000 Proklim formed so that there will be a meaningful contribution for greenhouse gas reduction,” she explained.

Since it was launched 2012 Proklim able to increase public initiative to be more concerned with the environment. In 2012, KLH accept proposal from 71 location candidates for ProKlim from 15 provinces. This number increases in 2013 become 180 Proklim location candidates. “We are very pleased to see the progress, these improvements prove local community have begun to realize and care to the environment,” he added.

Tulus Sibuea, Head of Disaster Mitigation of Environmental Control Agency said that West Java Government currently has a special budget for environmental problems on West Java Local Government Working Draft (RKPD-Rancangan Kerja Pemerintah Daerah). “This is because West Java has a lot of natural resources so eco-friendly efforts is needed to remain sustainably,” said Tulus.

As Tulus said, Chairman of Farmers Group Association (Gapokta) Mukti Jaya village, Rokan Hillir regency, Alkhafi Sutikno also said that Mukti Jaya is proof of Proklim benefit. Mukti Jaya now can produce rice two times than previous years. “River abrasion often occurs in our village before, 726 hectares rice fields missing and there is no water source in our village. But with Proklim our condition getting better,” he said.

Next, according to Sutikno, regeneration is necessary so that ProKlim continues in the future. At the end of the discussion, Tantri said that Proklim will later be used as pilot project village who capable to manage their environment with eco-friendly base by applying disaster prevention management, The improvement of food security and using energy efficiently. “From the appreciation of Proklim, we expected replication by other villages to be able to deal with effect from environmental change.” said Arief. Januar Hakam.
