Jakarta, Ekuatorial – Eleven provinces selected to conduct a consultation and consolidation of the implementation of REDD + (Reducing Emissions from Deforestation and forest Degradation) at the  Implementing Agency (IA) of  REDD+ office, Jakarta, April, 2-3. That eleventh IA REDD+ partner provinces are Aceh, Riau, West Sumatra, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, East Kalimantan, Central Sulawesi, Papua and West Papua.

In his speech, chairman of IA redd +, Heru Prasetyo explained that eleven province was chosen because rich in natural resources and peat land. “Nine provinces is the consultation result with the Ministry of Forestry, while the two, West Sumatra and Central Sulawesi chosen because special status. In west Sumatra because there was Nagari forest management based, while Central Sulawesi entered in a list because before UN-REDD (now UNORCID) already run the program in that region, said Heru.

Furthermore, Heru reminds that IA REDD not only highlighted emission problems, more than carbon and not only  the forest. Our forest are very rich not only about carbon. We frequently harm the forest because we often do not pay attention to any other wealth not just timber, mining or even carbon material, he explained.

As mentioned regarding the steps that will be performed, Operation head of IA REDD, William Sabandar exposes that IA REDD as national caretaker has 10 imperative actions in 2014. The actions including (i) monitoring the new permit delays (the moratorium), (ii) licensing arrangement, (iii) the facilitation of law enforcement, (iv) indigenous forest mapping and support for strengthening the capacity of indigenous peoples, (v) support the handling of forest fires and peat, (vi) Green Village program, (vii) the green school program, (viii) the facilitation of conflict resolution, (ix) settlement facilitation RTRW and (x) a strategic program to control and develop the national park and protected forest.

Coordinator of Planning and Funding Program IA REDD, Agus Sari, in his speech explained that funding of REDD in Indonesia run by FREDDI system (Funding Instruments for REDD+ in Indonesia). He was hoping, by this method able to make people as part of an ongoing program. Public welfare should persists even though REDD program finished in that area, Agus hopes.

Toward to the 1 billion USD fund promised by Norway, Agus explained that the funds will be distributed in three terms. The first term is 30 million USD has been used for the establishment of IA, land moratorium, making forest digital map, peat and concessions, also license review, the second term is 170 million and the final term is 800 million USD. “However, 1 billion USD is actually not big, just enough to 20% of the needs of the actual emission reductions nationally targeted reach 26%”, complained Agus. Azhari Fauzi & Januar Hakam
